why dont you all stop bitching and give the man back his thread. this isnt an oh my car can beat your car thread the stang guy wants to know how to make a z28 fast not learn how much you all like to bitch and complain about each other. Dude just race em at the track if you win good they'll be quiet, and telling them what you beat on the street from a roll etc. that proves nothing. yeah mph does show hp but e.t. wins the race ie the first one to cross the beams at the big end. to quote something famous "thas all i got to say bout that".
now then on to the question if you want your friend to beat you badly have him get cai, hooker long tube headers (if no emissions maybe jet hots if there are). then have em get a converter with a 2.5 str or so i recommend a vig everyone that runs faster than average seems to run a vig for some reason. after that have him get ported heads i recommend total engine airflow (theres guys that do it cheaper here but only come close to the posted flow numbers that i've seen). after that i say get a cam with only enough duration to support just over the lift you need (600 with tea heads) also have them milled down and use impy head gaskets so you get about 11.3 to 1 compression. that will allow you to run a slightly bigger cam which bleeds off compression. you'll have to be careful you dont close the intake vavle too agressively though or it'll ping. reason i said raise the CR is so the DCR doesnt get too low when you get a cam that will handle the rpms your heads will support. you'll need tuning of course so i recommend having it done on a mustang dyno which is more like real world (any load based dyno should work). i had a friend of mine run this setup through a simulation program and on a stock shortblock with everything running right it showed 465 fwhp. if you go as far as i've suggested and you want the cam specs i will get them for you if i see you ask.

ps, claire's driving has improved so much that dave (blueballz) is only 1 MPH higher than her when driving now...
anywho.. this is about me and you.. you refuse to race me at a track where it counts.. keep trying to impress people like Chris who have no knowledge whatsoever about cars and have their mechanics do all the work on their cars... heh, like you.
