What are the chances of Both AC fan and Coolent fan to go bad.
I have notice AC Fan is also not comming along.
I am thinking off of Coolent Fan is out; at least AC Fan should come on? right ?

What is the part you are calling the "AC fan"? do you mean the blower motor for the AC/heat/vent system?

There are two identical fans on the radiator. They are both for engine cooling and should come on at the same time (94-97s). If one is not running, then it's dead or not getting power.

But
I thought....
One for AC cooling and one for Engine Cooling
errrrrr what I know
BTW BOTH are NOT RUnning

Now Next Question, for testing purpose can I wire up directly to see if the motors on Fan is good ?
and I guess I can also put Ohm meter (In Voltage checking Mode) to check the voltage comming in or not ???

Look as Shoebox's wiring diagrams. They are the same as far as the fans are concerned. There is a fusible link in the circuit. Yours will be like the "late production" diagram:

Pull fan relay #1 and jumper between D1 and D4 in the slots. That should turn on the low speed fans. That should prove your fans capable of running.

The only difference in the diagram and your car is that power to the fan relay coils is present all the time and not switched with the ignition.
