Yep,

It doesn't have a mount for a fuel pump and it has the hole for the water pump drive AND it has the correct holes for the water pump so yes it is a LT1 block.

It could also be a 4.3L L99 block. What are the casting numbers?

The LT1 block will have "327" cast on the front. The L99 will have "4.3" cast on it.
