Low RPM slight surge

Hey guys, I have been noticing lately a light surge when driving at a very low RPMs and very light throttle. This started happening after replacing the head gasket and adding headers to the car. The car drives/accelerates fine otherwise...it also seems to only happen once the car is in closed loop and does not happen when cold. Iv had this happen years ago in the past and it turned out to be a failing fuel pump...but i don't think that is the case this time. Any ideas?

Connected up my scan tool today and noticed my MAP sensor reads 4.75 volts when the car is off and about 1.20v with it idling in park. Does this sound right?? Also...the p/n on my MAP sensor is 039-4220...is this correct for a 95 LT1??? Also the map reading shows 27.9 Hg with the car off...this doesn't seem right being im at a low elevation....im really confused
