First off I want to state that I am fairly incompetent at cars, I don't know a whole lot, so either bear with me, just don't make fun of me. 
So I drive a 94 z28, stock everything. I don't have much of a budget since I'm a college student and all, but I was wondering what are some fairly inexpensive ways to boost my cars performance? I was looking at some flowmaster mufflers, and maybe some new headers, but again, I don't know much about anything. I'm just looking to maybe get the car running under 14's, but I don't want to drop a whole lot of cash to do so. By the way, it's an automatic.

First thing get a cold air intake and take that factory air clean system and toss it. You will notice a difference right away. Also Change to a free flowing exhaust ( Cat Back system) And You can descreen the map sensor( Becarefull) And the throtle body bypass they are pretty cheap mods to get you back to around 300hp. If you really want to spend some money talk to the big dogs on this board.

Edit: By the way, these mods are very easy to install and even someone with little knowledge on cars can do it. It's also a great way to begin to learn how your car works, and you'll be better prepared when something goes wrong.

Any cold air induction. I have a Moroso but K&N and SLP also make them. This willhelp gas mileage as well as performance.
Headers. 1 5/8 are fine for a decent performance gain and better miles per gallon. A cat back will make it sound better but the single largest constriction on a 1994 model is in the stock exhaust manifold. If you want to keep them awhile, get them coated, if you don't care about how they look then just get them plain (cheaper).
A decent torque converter, probably a 2400 or so will be fine with a stock motor, and get a tranny cooler with it. Don't skimp on an off brand. TCI, Yank, or another well known brand is good, and get a decent transmission cooler to go with it.
The next item would be rear end gears and a computer tune to calibrate the speedometer. Either get a set of used rear end gears ( 3.42's ) from a six speed car or a new set of 3.73's and a TA cover.
After you spend all that money you will need a set of drag radials in order to hook up at the starting line at the track. My guess is you will be in the low 13's at 103-106mph, and will give a stock LS1 a race for the money.
I suggest the mods in the order I have listed with the exception of drag radials. A good set of tires is literally where the rubber meets the road and the sooner you get them the sooner you will be able to establish a decent baseline for future performance modifications.

When I added the catback a few weeks later I did not pick up any performance but the car sure sounded better. If you go beyond this point a cat back will definitely help, but for modest performance gains and a car that runs as reliably as stock, a cat back is not a necessary modification.
