1.75 short is pretty darn good!!!! I don't know if suspension mods will help you at all!! Maybe hurt a little...sfc's make the car more rigid...will take some of that body flex out. You might not hook as good with them. I would look at some ways to get a little more hp...or weight reduction.

I figure if I do HAL shocks all around, I should get 1.6 60fts with the right adjustments.
I am not sure why the car is only running 102mph though.

sounds like your tracks mph timers are off. I trapped 106 with a 13.52 back in 02 in 40* weather with intake, exhaust, free mods with nittos. 2.02 60' I did run a 13.90 at 100 that same day. when it was 75* temp is huge if your at sea level or close to it.
im also looking at 12s with my new camaro on a big time budget im seeing if I can do it with under $600 from bone stock paper filter
