There is no removable "chip" on the 94 PCM. A tune would be a good idea though and a mail order tune is the cheap avenue to do so. www.madz28.com or http://www.pcmforless.com/ are a couple of good tuners with a good rapport on here. A cold air intake and a catback exhaust are also very good beginner mods. Not sure what you classify as cheap, but the tune will run around 150 bucks, the catback can run anywhere from the 300-800 range depending what you go with, and the cold air intake can go as high as 200 bucks depending who you go with.

How many miles on it? Has everything on the engine and drivetrain been changed or checked? I'd start with replacement of all fluids (oil, tranny differential, coolant and brake fluid) and filters, PCV valve. Check the plugs and wires - it they don't look new, replace them. Check all vacuum hoses for cracks or leaks. Have the PCM scanned for codes.

Make sure you have a healthy foundation to build on. Then start the mod's.

Not a lot to be gained by deleting the cat.

Throttle body coolant bypass is less than $1 for a connector, and good for 6HP.

I'm a little confused by the wording, but are you saying that you have the intake tube but no airbox?

Yeah, you definitely want to get an air filter or something on there. Its hard to say what the best brand is in cold air intakes, it seems to be a matter of preference and they all perform pretty much the same. Check out some of the supporting vendors, you will find most of the parts that you are currently after.https://www.camaroz28.com/links/browselinks.php?c=2
