I have a 94 firebird LT1 i am popping the ignition fuse #11 in the fuses and relays box under in the engine compartment as soon as i turn the key forward one click. I am completely lost as to where i even need to start testing wires. I did do the vats by pass, i looked at the chart on shbox.com my key read 1125 i was told by a user on here to get a 1k and 100 ohm and they should be sufficient could this be the problem? If not where do i start looking? If i disconnect the coil wires the fuse does not pop.

There is a diagram in your Owner's Manual that shows you what is on each fuse. The two devices shown for fuse #11 in the underhood box, per your Owner's Manual are the ignition coil and the ignition coil driver (IC Module). The pellet in the key wouldn't have anything to do with fuse #11 drawing excess current. The pellet is only read by the VATS module. You have a short in the coil, ICM or the wiring that connects from the fuse to them.
Shoebox has a wiring diagram:

If you don't have an Owner's Manual, Shoebox also has a link to the online versions:
