IAT problems???

Got a weird one fellas. When I first fire the old bird up in the morning she surges until she gets warm. If you unplug the IAT it is barely noticeable, but when it is plugged in it surges from 400-1300 (800-1000 unplugged). Car runs great on open highway, doesn't surge after it warms up but still runs slightly rough between 1500-2200 rpms. IAT has been changed, and the problem is still there, there is a hugh difference between IAT plugged and unplugged, also the area is cleaned.

IAT readings can be monitored with a scanner to determine if they are accurate. Unplugging a sensor is not a foolproof way of proving it is good or not.
