Fuel pumps are tricky, sometimes they go out all at once and sometimes they slowly die over time. I had an 88 IROC back in the day that would start and run fine but was way down on power, turns out the pump was slowly dieing and putting out less and less pressure.
I really think its your regulator though.

block the return line and see if the FP goes up, iof yes, regulator is bad, if no, probably the ling in the tank between the pump ang the top of the assm.
