How many volts does a csr water pump need?

I checked the voltage going to it and it was only 1.6 volts. It needs 12 right? I wasn't the one to install it so i'm making sure. The thing stopped pumping and this could b the problem. Thanks

Test your meter across the battery terminals before taking a measurment to check if the meter is working correctly.
You should see battery voltage (or very close to) across the motor leads while it is running.

Did you check the voltage with the pump connected to the wire, or disconnected? With the wire off the pump, you should see battery voltage, as noted above. With the wire attached to the pump, you either have some sort of large resistance in the circuit, or the pump motor is internally shorted.

Check if the pump works by temporarily running power directly from the battery to the pump, measure voltage across the pump leads while running.
If this check out then you've got something funky going on with your wiring/relay.

With the pump running (at 1.6v or whatever), ground your negative voltmeter lead and starting at the battery and work your way back through the harness with the positive lead till you get to the pump.

I checked the voltage with the wire disconnected.

Then you have a wiring problem, not a pump probem.
