Yes, that cam is waaaaay too small IMO for a good 396 build up. Are your heads still stock too?
Depending upon what your goals are (street, strip, both), I'd look more into a CC306, GM847, or especially a custom grind cam for your motor. Don't forget you're going to need a good set of heads to match that cam in order to take advantage of all those extra cubes if you really want to make good power...

most people dont even want to run a hotcam in their stock 350's unless emissions is an issue

You can go with a bigger cam in a 396. It will be more streetable and actually better for emmissions. I have heard of guys with the CC306 and a 383 or 396 passing emmissions. The extra cubes seem to help ensure everything burns fully.
