High Idle with or without MAF

I've had a high idle problem for a while - everytime I shift/stop the car goes to 2500 RPM and then slowly moves back down to normal. I also sometimes get surges from 1100-1300 at idle. I scanned the codes and got the P0100 - Bad MAF wiring. I checked the wires and they look good. I haven't voltage tested though. When I unplugged the MAF the car runs exactly the same. Does that mean my MAF is bad? It should run at least a little different, right?

Any advice would be greatly appreciated.

Justin
