Exclamation Help! Fans Won't Come On

A friend of mine has a 93 T/A and the coolant fans won't come on when the car warms up. The only way that they would work, was if we turned on the AC. I even swapped relays with him to no avail. The fan actuator fuse is good as well.
Can you guys give me some ideas. The temp gauge works fine and will run hot if the AC is not turned on. What activates the fans on the 93? This is very important, bacause the car is down until we fix it.

You know, I wish I had the specifics on when the fans turn on at low and high but its actually hard to hear the low fan when the car is running. I have a manual switch and sometimes its really hard to hear the fans on at low fan speed. There is noway you will be able to hear it when the car is on. The only time the fans hit High is when your car is over-heating or at high temp. Yes the fans come on when the A/C is on since your car will run hotter the high fans go on. Get a Manual switch and you wont have to worry about the hassle of wondering if they are working or not. Thats what I did...and I love it. Im in California and we all know how it gets in these crowded city intersections, stuck in traffic.....Weather being in the 90's to 100's during the summer.

We may put in a switch for the time being or just wire it to the ignition. I want to fix it though, so it is not an issue in the winter. It will also affect gas milage. We have the car on the lift, and the fans will not come on by themselves. What activates the fans to turn on. I'm thinking that may be the problem.

Seems like nothing is wrong with the fan circuits and relays since they will come on when the a/c is turned on.

Your fan ON temps should be similar or the same as the 1995:
The pcm will command low speed fans "ON" at 226º and "OFF" at 221º and high speed fans "ON" at 235º and "OFF" at 230º.

If you had a scan tool, you could monitor what the pcm is seeing from the temp sensor in the water pump. That sensor could be bad and not giving the correct readings to the pcm. Another possibility is the pcm has a problem.
