Having a Problem with 95 Z28, Can you help??

Well its pretty simple, its got about 400 miles on rebuilt trans, but the car wont shift at WOT, you have to back out of it to get it to shift, I dont believe its in the trans personally. I was told its probably the TPS(throttle position sensor) Im not much of a A4 man. Just wondering what everyone else thought about it. Its shifts perfect as long as its not WOT, but if its floored it wont shift till you crack the throttle.

Thanks 6_speed
