harmonic balancer question
no the crank hub is not keyed
you should be able to keep tightening the bolt down until the hub and crank spin together, at that point you will need some way to hold the hub in place and tq it down to 74ft-lbs
put the pulley/balancer on it and what i did was stick a ratchet (1/2") the end that doesnt ratchet, thru the pulley and let it rest against the timing cover and held on tight with one hand while i torqued down on the bolt with the other hand. its a little bit tricky to do and can be done with one person but it is much easier to do with 2 people

i have a 94 ta too and i just did a cc305 cam swap. no the balancer is not keyed. the way i put mine back on was with a piece of 7/16-20 all thread and a nut and a deep well socket. thread the all thread in and tighten the nut down until the socket bottoms out and then take the all thread out and cut it off and repeat the process untill its all the way in place.
as posted, the hub is not keyed. to install I used a 3" 7/16 20 bolt to pull the hub on. After you get it on far enough you can swap in the stock bolt & thick washer. the stock bolt is some where around 2 5/8" long, not enough to pull the hub on.

that should leave the keyway on the crank and the slot on the crank timing gear (that the crank key goes in to) at about 1:30 'o'clock'
if you have those lined up right everything should be A OK
