getting a code p0403 egr cir malfunction

I have a lt4383 the car is is not starting very well have to put my foot to thr floor to get it started and at idle when I stab throttle it will hesatate and almost die. I all ready put a new tps runs the same in after checking the voltage and acts the same today I unpluged the mass air and it started right up i pluged it backin and cleared the code and run rough

Do you have a real LT4 engine? They didn't have an EGR system, at least not when installed in a Corvette. In any case, the code, which indicates the electrical circuit to the EGR vacuum solenoid is faulty, will not stop the car from starting, or cause it to run poorly when it does.

Putting the accel pedal on the floor to start it puts the PCM in "clear flood" mode. That may be indicating you have leaking injectors, or that there is a problem with the coolant temp sensor, causing it to set too rich a cold start A/F ratio.

The stumble on stabbing the accel pedal while idling may be pointing to a torn rubber inlet elbow, allowing air to bypass the MAF sensor.
