Getting ballancer off for UD pulley install

I'm trying to put an underdrive pulley on the car but cant seem to get the ballancer off. Is this a press fit or is mine just rusted on? I tried tapping it and prying gently, but no luck. There isnt enough room to get my puller on there, but is that what is needed?

any ideas how to yank this thing?

Get a different puller. Don't sit there beating on it.

It's not really a press fit per say, but it can get that way after a while due to rest, etc.
