The Gas Tank Canister in the Rear Left 1/4 panel, can it be removed?

All my emmissions crap is removed and I am curious if this can be removed? Also what modifications have to be done?

If you have already removed the EEC purge solenoid with all that "emmissions crap", the charcoal canister is not serving any useful purpose. The connections from the top of the fuel tank to the canister do include a "pressure relief valve", and that is an essential part, because the fill cap is not "vented". If you remove the canister, and all the lines, and block off all the connections, you would have to use a "vented" fuel cap. May cause some fuel odor at the rear of the car.

Since you apparently have an OBD-II car, you will need to circumvent the diagnostics that check for a loose gas cap.

Ok, so basically plug the lines and install a vented cap? Then if necessary check codes.
