fuel pressure woes

tested the fuel pressure yesterday and at idle with the regulator vaccuum line blocked off i'm getting 38psi, with the key just turned to the on position pressure quickly climbs up to 40-41 psi then instantly drops off to 0psi
the injectors are not leaking, those were checked.
what else can i do, i dont quite understand how to perform any other tests? or atleast everything i've read so far does not go into enuf detail to understand!
what can i do by removing the feed and return fuel lines and testing those? do i need a special tool to release those lines? do i need a special tool if those lines need tested at the same time?
i'm almost certain my hard starting issue is because of the low/no pressure
thanks
Steve

when was the last time you chaged your fuel filter??? Try that then look at the fuel pump. C what happens. Process of elimination my man. Don't sweat it. At least you know the problem.

the filter could use changed i'm sure, i've owned the car for the last 40,000 miles and i never changed it
my damn Chiltons and my friends Haynes manual is a joke when it comes to the fuel system
what are some reasons too why the pressure would drop off so rapidly?

You aint gonna get any pressure if its clogged. The way I figure is this...costs like 20 bucks for a filter and 5 minutes to change. Do it first. If the problem is still there I would go to the fuel pump.

If your fuel pressure is dropping that rapidly (which it should not) I would say you have 3 possibilities off the top of my head 1. Leaky injectors you say you have checked those so we can rule that out. 2. Bad fuel pump bypassing internally. 3. Fuel pressure regulator failing allowing fuel to bypass back to return. Just some places to look. Hope you get it fixed!

i'm gonna change it for sure!
but the thing is the pressure is where its suppose to be at idle...38psi, WOT it should be 43.5 ruffly, ya see what i mean? so i'm seeing the pressure i should be getting, just not when the car is keyed 'on'....
