fuel pressure regulator??

I have been having problems with my car starting lately. And its been losing power because i think it's flooding. My local shop told me it sounds most like the fuel pressure regulator is bad. And he said i should check to see if there is fuel in the line or not. Well i tried to check but i couldn't find it. So does anyone have a diagram of where it is at on a 93 Z28. Also, does this sound like it could be the most likely problem?

On a 93 it is on the passenger side of the fuel rail, directly under the cowl area, you'll see the line running from the regulator to the intake manifold.
