Fuel Pressure

Kinda wondering whats going on with my fuel pressure...
It's at 43.5 when i prime the fuel pump in the ignition.
At idle with the FPR vaccume line hooked up it goes down to 38ish which seems normal.
If I take off the vaccum line though the pressure shoots to a steady 46 PSI. Is this normal? Seems a bit high to me... Would the problem be the FPR?

Thats normal, taking the vaccume line off simulates wot, thats the reason for the higher pressure.
