Unhappy Fuel Pressure?

How much pressure should there be at the rear of the fuel rail on a 95 LT1. I am showing 48lbs. I just bought this car and installed a opti-spark. The car fired and run like a top. I finished putting it together and drove it approx 18 mile. I noticed that the fuel tank was on 1/8 of a tank so pulled into a local station and filled up. I drove a block and shut it off. When I got in to drive next time, it started up fine and drove 1/2 block to stop sign and the engine died. When I tried to re-start it the engine fired and run extremely rough. It then put off a blue smoke, smelled like old fuel does. I know the car had set for 4 months. Did I suck some trash up into the system? It will not run. It does have spark. No fuel seems to be the problem. Any suggestions what to check next. I do have fuel to the motor at the disconnects.

engind runnig at idle should be about 38 ish. The spec is 41 to 47 key on and engine off. You can do this reading with the vaccuum line pulled off from the regulator and engine running at idle.
