frozen intermediate shaft steering bolt

Hey guys, working on pulling the motor from the bottom and I can't get this bolt to move. I have PB blasted and applied my IR impact gun with no result. It's only a 11mm bolt so I really can't get too aggressive with it. Any help thoughts of different ways to approach this?

The shaft "telescopes" and has some plastic sliders between the 2 metal shafts. Verify that 5 minutes of torching didn't cause any problems to the sliding action.

Thanks I'll take a look when I get it out. Are you talking about the rag joint that has the rubber in it, like a disc? If so, I got a rag joint eliminator to replace the rubber from Unbalanced Engineering:

Not talking about the rag joint. The shafts telescope as stated above.
