Friggin Emissions HELP!

Ok, I just moved back to Lake County Indiana. 1 of 2 county's in
IN with Emissions laws. Heres the problem. I bought a 94 Z28 from a guy who lived in an emission free county. After I bought it I found out he had a straight pipe welded in. Normally I'd be happy, but I got to get it tested before I can plate it.
Unless anybody can suggest any.... better.... methods of passing emissions I'm thinking I might have to get a stock cat welded in. $250 bucks
Auto Zone, Napa, Car Quest, Summit, and every exhaust shop I went to claim that they do not carry nor can they order 3" flanges.
Even if they did. I don't have access to a Mig welder, and my welding skills are right up there with my knitting skill
And Exhaust shops won't put on an aftermarket cat.

I know somebody has had ths problem before. What should I do.

Sure they'll put on an aftermarket cat. The ones THEY buy are aftermarket. Any high-flow cat you buy is going to have a CARB (Clean air resource board) slip with it. That's all they need.

Either get a high flow cat welded in, or ask around and find a "crooked" exmissions shop.

Well, I'll have to try another exhaust shop.
I brought a MAC high flow cat in to Midas and showed them the CARB number. They still wouldn't do it. I Think they just want to use their parts. Even if they would do it. They don't have flanges so they would have to weld it in, I really don't want my 250 dollar cat hacked appart. Besides.... you never know when you might need to take it back off. For inspection purposes, of course

Dont go to midas or meineke or something like that, you gotta find a more performance oriented shop, or custom exhaust shop.

Run it through the test, who knows you just might pass. If it doesn't, then worry about a converter. They don't charge for a re- test do they?

You wont pass without a cat. The stock cat actually is one of the better ones to help reduce emissions, it will eat up anything you throw at it. I bought one off a guy on ebay, it was still attached to the y-pipe. After measured the overall distance I needed my "Cat pipe" to be, I took the pipe and the two fittings I needed to attach the thing to my car to a welder person, and he did it.

I got the flanges for my 3" cat at RKSport. Click here.

By the way. There are more than two counties with emissions. I think there are 4. Lake, Porter, Clark (where I live) & Floyd. I just went through the whole emissions debacle last year. Finally got it to pass with some alcohol & kicking the idle up to 1400.
