fouling plugs when cold

my car really likes to foul plugs when it is cold, especially if i dont let it warm up all the way and i shut it down(to move it or something), and i am getting really tired of swapping or cleaning plugs

ect is within range, no codes

i was thinking about stepping up one heat range on the plugs, will this help? i am running ap104's right now gapped to .035

what would be one range hotter than a 104?

thanks guys
