fans not working properly

fans not working properly

latley my fans arent working properly i have them programmed to turn on at 172 and off at 165 from a hypertech power programmer, also have 160*powerstat. one day the temp was getting a little high and i couldent hear the fans running. changed the temp sensor in the waterpump and they worked a little bit. reset the pcm and re programmed it and it they dident work. now i can only get 1 fan to work its the 2nd coolant fan thats at high speed. i kept switching relays and eventually it would work but then stop working. is there any way i can jump out the relays w/o blowing a fuse? or testing the relays?
also there is enough coolant and i have bleed the system.
please help its my only car! thanks

maybe your fans is toast?? i know my cooling system is a little weird, it cant make the coolant cool enough to go to 177*. but from your stroy, it sounds like an electrical problem though.
