Failed Emissions any ideas

Hi everyone the dreaded day came of of course I failed

I only failed on the THC it should be 1.20 and I got a 5.10 the NOx was 1.56 and the CO was 27.1 which was close cause allowable was 30.0.

Now I do have an exaust leak and my motor runs very cool. I'm thinking of changing the oil cleaning the oil filter, fixing the leak and running a hotter Thermostat. I don't really understand emissions stuff but with past cars my Cat has alway been the problem but this CAT MAY have 15K mile on it, it is a Mac Hi flo.

I'm thinking that because of the Leak and the cool running motor my Cat is not getting hot enough. Am I crazy or is this a good place to start?

Any help would be GREATLY appreciated. Car is modded with custom programming and I'm worried its something with that

You're on the right track. If the leak is in front of an 02, the PCM could be trying to compensate with more fuel than the cat can burn off, especially if you are running cool like you say.

exaust leak before the O2 will cause you to run rich and consecuently make you fail emissions.

Cool the leak is probably before the O2 I was in line and reving at 2K to keep the Cat warm and exaust entered the cabin not good Hopefully that is it although the stupid little pamphlet they give you say the elevated HC are usually a miss fire or a lean condition. The car has alway ran pretty rich though.
