electrical problems, car will not start...

My little brother has a 1995 Formula. here is a quick rundown of performance mods:
G2 CAI
GMS MAF
airfoil
hypertech power programmer
underdrive pulley
Mac shorty headers
offroad pipe
flowmaster
cutout
keyless entry with kill switch
moroso blue max wires
Accell ignition
This car is a 6speed with 4.10s

This morning his car would not start. No lights, no trying to turn over, and no fuel pump priming. He figured it was a bad battery. After school he bought a new battery and put it in. still nothing at all. Him and my dad tryed to pop start it (6speed), but that would not even work.
So, my dad's mechanic came over and said the car was getting spark. He said all the fuses checked out okay except for the ignition. He thinks there is an electrical short somewhere to the ignition. When you turn the key over now, you can hear the door chime while it is on but no fuel pump priming, no starter clicking, no nothing.
Could it be something with the ignition or possibly a blown PCM. Any ideas

First, we need to know exactly which fuse is blown.

hard to say by your description but i would guess ignition switch. If all your other stuff will come on and work but when you turn the key nothing it is probably ignition switch.

i had a similar problem today...

also have an M6...

i turned the key and the lights in the dash lit up and my radio turned on but you couldnt hear a click, it wasnt trying to turn over....and so i took it out and tried it again...same thing...i sat there for liek 2 mins and put it in and it fired up....

later on, i tried starting it after gettin home from a football game....this time i cranked it like 10 times and nothin...and then i start jammin the clutch in and turnin the key at the same time and i could hear it try to turn over...and finally after about 10 tries it started up...also i must have blown the cd player fuse, because it wouldnt turn on....

any ideas? getting fuel pressure, brand new battery maybe a month old...also, the low coolant light came on last sunday...but hasn't returned....

well TTT for this guy...

I would look to the charging/ distribution system if no lights are working. Does this include head and tail lights? If so, look for a bad main ground or battery cable if you know for sure your battery is good and charged. New batteries don't always have a sufficient charge.

I'm still trying to figure out how the "mechanic" determined that it was getting spark when it seems the description of the problem is that the starter will not even turn over the engine. Very confusing. Also, what about the fuse that was blown?
