Yes for 1995, but ... Without changing the tune, under certain engine loads the PCM will add spark advance because it thinks the EGR has operated and diluted the cylinder mixture with exhaust gases. Because the mixture isn't diluted the extra advance will cause detonation. Normally the knock sensor signal will tip off the PCM and it will then pull the additional EGR advance plus much more timing because of the knock. Your highway mileage will be much worse than it is already.

I will eventually get it tuned after I make sure it runs good. It is a new rebuilt stock engine .030 over. This is my first build and I just want to be sure is runs OK.

EGR is generally only required if you are lugging the engine in the wrong gear at low RPM. If you don't drive like that, you shouldn't see the EGR system operating too often. EGR does not operate at idle, does not operate at WOT and does not operate over 3,500RPM.
AIR only runs for a couple minutes at startup, to help the cat heat up faster. Deleting it will have no affect on the engine operation.
For EGR, there are two codes - DTC 27 for the EGR vacuum solenoid, and DTC 32 for lack of EGR flow. You can avoid DTC 27 by leaving the solenoid plugged in, or disconnect it put something like a 1,000ohm resistor across the pins in the harness connector. DTC 32 is hard to beat (can be done without a tune, but tricky) but the diagnostic is not really very sensitive in the OBD-I cars. You may never get a code. I'd guess that less than 1/2 actually get the code showing up.
