Everyone has a different definition of what "too loud" is, but it would definitely not be quiet. There's hardly any packing material in those mufflers (if you want to call them that), so they don't really quiet the exhaust down much.

Do you know any other muffler that can be used to make a LT1 true dual? besides the bullet ones

Yeah, there are several other mufflers that can fit under there. Take a look at the 6" round mufflers, Magnaflow, Dynomax, and Borla all make mufflers about that size. I'm not sure how much quieter those are, but they do have more packing material.

i like the way my car sounds with bullets but it can get annoying at about 35-40mph. the drone will kill you if you drive that speed constantly. i'm not sure what the rpm range is but on the highway, i don't think it is that bad. but definitely get the x-pipe. it will change the tone of the exhaust and quiet it down a lot.
