Ok see the upper hose? Says "to tb" well I have no hose going to the tb and the plastic "nipple" that comes off of EVAP solenoid is cut in half, that bottom hoes goes to a plastic sensor looking thing in front of it. Also I have a BBK tb, i dont have another vac hose port for it to fit on, the hose coming off the tb goes to the "plastic sensor looking thing" providing vacuum.

This is why I hate buying used cars, they had the fuel regulator vac hose on the egr source and the vac hose from where the fuel reg source to the tb!! ****ing idiots I tell you. But anyways, are the vac lines still the same for 95's and 96's?

The EEC purge vacuum lines are different, but shoud still connect to the TB port. The OBD-II (96/97) cars add a flow sensor, but it is in the line from the canister.
Compare the schematic for the 93-95 cars:

.... to see if your lines are connected correctly. There should also be a vacuum diagram on your radiator cover.
