does not go into closed loop

the car always remains in the open loop. The new 02 is coming, heat and electric current. Cat cancel. (0.450v) fixed. motor temperature is 100 pcm approved. no check engine. but in ob2 reader. non continuous monitor. there are errors. error1: high sensor voltage forswtich time calculation (constant) $ 04 - $ 020
error 2: $ 03- $ 46
error 3: $ 00
error 4: $ 07- $ 46
idling is very rich. (o2's 0.8mv) 1500rpm -2500rpm very poor (0.02) (low rpm big gear stumbles) 3000+ rpm o2s rush to the rich. (0.8mv.) How can I pass closed loop. thanks

Hard to decipher exactly what you are posting..... probably a bit of a language barrier.

It would be helpful if you indicated your "location" in your profile, so it shows up in all your posts under your screen name. I looked up the IP address and appears you are in Turkey.

Appears you decided to replace an O2 sensor.... and appears you ordered the correct HEATED 4-wire sensor. Which of the four sensors on your 97 are you replacing?

What is the reference to the "Cat cancel. (0.450v) fixed"? Are you making us aware the catalytic converters have been deleted (as shown in your signature) saying you have the after-cat O2 sensors programmed out? Or are you saying you deleted the cat, and the sensor is reading 0.450 volts? That would indicate an open circuit, since the PCM supplies 0.450 volts as the reference voltage.

Could you clarify "motor temperature is 100 pcm approved."? Are you saying the coolant temperature is high enough to allow the PCM to go into closed loop?

Typically, to go into closed loop, 1) the coolant temp has to be at least ~140-degF (variable); 2) the pre-cat O2 sensors have to be warmed up and working (ready); 3) a timer, typically 206 seconds has to be timed out.

I can't help you with the OBD-2 "error" codes. Have no idea what those mean, unless they are related to the "system ready" flags for various emissions control systems.

I changed the front o2. because it didn't come out of the open loop. I thought they might be corrupt. the back 02s are already missing. No cat. the former owner of the vehicle said it was canceled from pcm? the malfunction lamp is not on in the car.
