Despirate Help With My A/c Needed

Ok, its about 100 outside and my ac compressor desides not to turn on. I had just recharged it. I tested the compresser and it is still good. It has enough coolant in it, but the clutch will not engage. I tested the relays. What else could it be, it has to be electrical.

The PCM monitors AC "freon" pressure; if the pressure is too low, the compressor won't come on. You can verify pressure readings with a PCM scanner. You can also check the compressor signal connector in case it's loose/dirty.

how can i see if the pressure is too low because i dont have a diagnostic tool. Also, when you add coolant, is it supposed to keep on leaking out until you put the black cap back on?
