What's the elevation where you live? The 86.35 kPa barometer would indicate you are at about 2,500-ft above sea level. I didn't see a MAP column (or did I miss it)? Also don't see injector pulse widths.
As noted above, Bank 1 is the problem, adding 14.1% extra fuel in the idle cell (16). Bank 2 is only adding 4.5%. To me, anything in the +/-5% range is not generally a problem. But your issue is definitely on the driver side, at least at idle.
You're not going to hit 500 HP with the small valves in those heads and a CC 503. You don't need anything more than a 52mm TB at this point. I'm still not clear on where/how/why the BBK was leaking during the smoke test. There are gaskets on the top and bottom plates, and a foam seal around the shaft on the TP sensor side. The shop that built my engine laughed at my 58mm TB, showing me on the engine dyno that it flowed all the air my 500 HP (flywheel) HP engine needed at about 75% open.

You need to look at the factory service manual for info on the specifics of the codes. Apparently the scanning software attempts to label them in a way that it covers multiple engines of different designs. The above code description appears to be for a vehicle with more than one coil, like an LS1. Shoebox also has an LT1-specific code llist:

Note that the OBD-2 code list is opened with a tab at the bottom of the opening page.

In the 1996 factory service manual that I have downloaded (99+% same as 97):
P1351 - IC Circuit High Voltage
This code sets when "The PCM detects voltage on the IC circuit in excess of 4.6 volts during cranking."
This could be a stored code that set during cranking, if the engine is actually running.
This is a check on the white wire from the PCM that carries the pulse signal that tells the ICM to fire the coil. Shoebox has a diagnostic: Focus on the first part, which covers the wiring for the ICM:
