I'm going to say no just for the simple fact that 95 was OBD I and 96+ is OBD II.

You can but you would have to make a couple of changes. But why would you. OBDII is much harder to work with if you make changes. Stick with OBDI.

And you can get cheap tuning software for your 95. 96/97 is fairly expensive by comparison.
