Code ?'

I pulled a P0113(IAT Circuit high input)and P0118(Engine coolant temp high input)Now this is probally a rookie question but is the sensor that is maulfunctioning or is the curcuit itself.I have no problem testing the curcuit being that I work on low vltg dc curcuits for a living.Would this explain my starting issues.

Those codes corresponds to high voltage = high resistance, generally an open circuit.

Yes. A faulty coolant temp sensor can make the PCM think the engine is very cold, an it loads up the fuel for a rich cold start. If the engine isn't really that cold (-40degF is the open circuit temp) it isn't going to run very well. A faulty coolant temp sensor may also prevent the PCM from entering closed loop.

The IAT sensor doesn't cause much in the way of problems on the MAF cars (94-97), only on the 93 speed-density cars.
