A buddy is having troubles getting his 96Z running. First it would start, but would die shortly after. Now it wont start at all. First he had a TPS code so he replaced that, now it shows a 1371. What is this code?

 

1371 is low resolution code which is one of two things. (I'm an expert on this since having had my mechanic replace an Opti twice and an Ignition Control Module once)

It's either the Opti or the Ignition Control Module. There's a undefined fine gray area... not easily explained.

Low res pulse missing from Opti. PCM shuts down fuel system, including pump and injectors.

 

Take a look at the connecting electrical harness to the opti. Inspect for corrosion, especially at the opti end.
