P0420 = Three Way Catalytic Converter (TWC) system low efficiency Bank 1

It means the cat on the left side of the car is clogged or some crap!

Actually I think it means that you should have bought an OBD1 Car

Would that be the "coffee can"? when I looked underneath, it appeared to have only 1 cat, right after the Y.

Yes it is the can looking thing after the y. '96 is a duel cat car so the other one is in the vertical position next to the oil pan. I think this is the one you are having problems with as I think the driver side is bank one.

Bank 1 is drivers side. I wasnt sure if that "thing" was a cat or not. Makes sense now. If I get rid of 1, should i do both? cant really afford to since i'm married w/ 4 children and am the only 1 working. Is there any negative effect from removing just 1?

If you remove them you will have to get O2 sims or the SES light will stay on.
