loading up on fuel???

loading up on fuel???

I just installed a set of hooker long tubes, msd 8.5 wires, autolite 104 plugs, new waterpump, new opti, and a pcm programmed by pcmforless. I started the car on open headers without the o2 sensors in (couldn't get the old ones out of the manifolds, so I am just getting new ones). I let it run about 2 minutes and it was running rough and started backfiring out the drivers side header so I killed it. It would not start again and the cylinders loaded up with fuel and it didn't even want to turn over. I pulled the plugs and they were all gas fouled. Would the o2's not being connected have caused this? What else could be my problem? Why would it be delivering so much fuel to the cylinders?
The car is a stock 96 formula m6 aside the stuff mentioned above.

The pcm is not going to know how to handle fuel delivery very well without O2s. You should get everything on there like it is supposed to be and re-evaluate the situation.

I was told the o2's are not doing anything till the car is warmed up? That on cold start ups the computer just uses memory til the car is at operating temp. Is this true?

The pcm will use learned closed loop memory when in open loop. I am not an expert with the pcm, but if there are no O2s, where is it going to find some good closed loop memory to use?
