What is "simulated WOT"? You can only measure the effectiveness of the fuel pump/pressure by having the engine under max load near peak RPM.
Let it idle. Pull the vacuum compensation line off the FPR (hold your finger over the hose, so it doesn't mess up the idle). Pressure spec is 41-47psi. Reconnect the vacuum compensation line.... pressure should drop proportional to engine vacuum. 8-10psi below the "no vacuum" level would be normal with a stock cam.
Then tape the gauge to the outside of the windshield, and take it up to peak HP and the pressure should not be more than 1 or 2psi below the "no vacuum" reading.
