Car will NOT idle below 2k rpm???

Im in the process of doing an engine swap, ive got it all back together and can't figure out why i can'tget the damn thing to idle down. Its completely stock minus the EGR, stock tune, stock everything. Ive tried a different MAF sensor, and a different MAP sensor, nothing seems to change it. All the temp sensors seem to be working fine? When i put it into gear it does idle down to about 1200rpm which is still too high, you have to hold the brake to keep it still (automatic)....

Anyone have any ideas? Ive checked everywhere for vaccumm leaks but im finding nothing there either...

I dont' think it matters but i do have a 96 and ive removed the two rear O2 sensors and im waiting on simulators, so they are just left unplugged, would this matter?

Is it possible that someone messed with the throttle stop screw on the throttle body?

I had the same problem when I first started my car after a cc305 swap. Tuning took care of it.
