if your talking about your 99 then yes
if your talking about your 95 in IL it doesnt matter if you have a O2 sim, we get put up on rollers if our cars are OBD1 or older. You can pass without cats, many people do actually. You just have to make sure all your motors emmisions systems are operating correctly (other then the missing cats of course) and the engine has a fresh tune-up.

of course the more mods donethe harder it is to pass without them.
Also if you get a bored emissions inspectro and they look under your car and see no cat thats an automatic fail.

what about in MA? on the visual dont straight pipes look close enough to cats? with pacesetter long tubes will cats fit?

Why not just get some cheap Cats and hollow them out and then stick pipes through them? That way you have no cats and you can pass the visual in case they do it??

Yes you can pass a sniffer without cats unless you live in California. As long as your ignition system is working as it should and your fuel filter and air filter aren't clogged, you can. Make sure the car isn't running lean either as the hotter the combustion chamber, the more hydrocarbons produced.
