Define "smog control stuff". Exactly what are you talking about? AIR and EGR..... sure, no problems and no gains. EVAP..... might smell a bit near the fuel tank. O2 sensors.... after-cat-yes; pre-cat no, unless you switch to an open-loop tune on the PCM. PCV.... physically, yes, but it wouldn't be healthy for the engine.
It comes down to:
Yes... you can physically remove any system. Won't necessarily gain anything, might do some harm.
No... you can not legally remove any system. What emissions testing, if any are you subject to?
In any case.... not really "Advanced Tech", so I moved it to the correct forum.

i'm just wanting to remove the pump an maybe some vacum lines if possible. i still got the o2 sensers. the car has alot of head work done so i was just thinking about leaving the smog pump off.

By all means remove it. But if you have to pass inspection where you live, then be carefull what you remove or you'll find yourself having to put everything back on. You can acutally remove a lot of things and the car still runs fine... you won't gain much or then cleaner engine bay.

What "vacuums" are you thinking of removing:
-line from driver's side of intake to EGR solenoid
-line from EGR solenoid to EGR valve
-line from driver's side of intake to Opti vent system
-line from dirver's side of intake to AIR vent system (if AIR recall work performed)
-line from passenger side of intake to HVAC controls
-line from passenger side of intake to fuel pressure regulator
-line throttle body to EVAP purge solenoid
-line from canister in rear fender to EVAP purge solenoid
-PCV air supply line from throttle body to passenger side valve cover (often mistaken for a vacuum line)
-air supply line from intake elbow to Opti (often mistaken for a vacuum line)
-line from front of intake manifold to PCV valve
-line from driver's side of intake to brake booster
There's really not a lot of those you can do away with, if the only system you are deleting is the AIR. I guess if you wanted to connect some those from a single point on the intake manifold to a hidden distribution block, you could do it.
