Either is suspension & tires if you can't drive 
I know a guy with ET Streets on a BOLT ON ONLY 5.0 that was cutting 2.4 60's ...
Knowing your car and how to drive it well supercedes any mods. I mean come on, any pony car should be able to pull off at least a 1.8 or 1.9 with ET Streets. Some can do that on street tires.
Bottom line is a hot cam CAN go into 11's with some sticky tires, and a little suspension work. Full Bolt-ons is a must. And some reasonable weight reduction. I mean Im not saying it has to be gutted, but it could use some. And awesome heads.

NO, Frank did this with Crane's baby cam. This wasn't the HOT cam, it's even smaller.
