Applying small amount of silicon on opti cap

Ok im gonna change my ignition base this weak:

-9037: accel extreme 9000 spark plug wire
-84811: msd cap and rotor
-8226:msd blaster coil

A friend of mine suggest me to put a small amount of silicone rtv around my new msd ditributor cap to prevent water leak

Is he wright or totally wrong?

It's got an "O" ring for sealing.
