It depends on how fancy you want to get. How many features, graphing, data logging, etc. I'd think about getting a scan tool that can do OBDI and OBDII plus CAN. Chances are, if you don't already have one, you'll have a vehicle that is OBDII. There's Autoxray, Actron, Genisys, and others out there. There's also software based ones that can be used with a laptop, provided you get the proper cable. I'd start by looking on Amazon for scan tools. Don't confuse a code reader with a scan tool.

Scan tools can run up into the thousands of dollars, for a professional model that would be used in a shop.

What's easier and what's cheaper.....

Easier...Scanners by far. trying to stay cheap is hard...
Autoxray has this... EZ Scan 6000 They suggest $675. But you can find them other places cheaper. Like this wow this is cheap Unbelievably priced at $279.

There are others. But you get the idea.

I have both a scanner and a lap top with all the cables and bells and whistles. Scanners are by far the easier way to go. The computers and cables are to application specific. It will kill you in money to keep up with it if you want to use it for other vehicles.

ok so me and my family are all very computer oriented and have very fast up to computers and i have a laptop that the same way..so with you guys knowing this what would you reccomend id like to be able to see codes and what not but also be able to run diagnostics.

Pick up an AKM Cable (www.akmcables.com) and TTS Datamaster for free (www.ttspowersystems.com).

An Actron 9145 seems to be a popular model that does OBD-I and II. Nice, if you have any later model vehicles, too.
