So here's the deal, When I start the car, I have no juice coming from the alt. (just 12v from battery) After 3-10mins, the volts jump up to 14.4v and stay there. If I shut the engine off, and then restart volts are @ 14.4v. It seems to only have issues when cold. I was planning on pulling all the grounds and cleaning/checking them. Any other ideas? I was thinking maybe the voltage reg?

Doubt it and it's part of the alternator. Try this the next time it's cold. Have someone start it and you measure the voltage across the battery as soon as it starts. If it's like you said and not 14 volts, kill the engine quickly. Now get your sisters/wifes hair dryer and heat the alternator. Now try it and see what happens. If it's ok after you heat it, there is a bad connection or solder joint in the alternator.
