Welcome to CamaroZ28.com !
I'd pull the heads and see what the conditions are before assuming it needs to be rebuilt. Which end of the engine has the oil leak?
Let's copy this to the LT1 Based Engine Tech forum, where you are more likely to get more feedback on your specific questions.

How many miles are on the car. I would check things out before I started tearing into it, like compression, fuel pressure etc.
Does the car run? My '94 sat in storage for a long time without any prep. I had put about 100K on it when I stored it. I had to replace a lot of stuff to get it running, but nothing thus far has indicated that the engine needs to be rebuilt.

The EGR valve will not affect much unless it's sticking open. If it is open when it's not supposed to be (for example, at idle or above 3500 RPM) the engine may run rough and stumble.
I would check the fuel filter, and try running a high concentration of injector cleaner. Also check the fuel pressure as noted in a post above.

You check fuel pressure by connecting to the schrader valve located behind intake manifold. Personally I check just with prime and watch to see if it bleeds quickly. I then check at idle then I pull the vacuum line off fpr as that simulates under load. If you dont want to buy one you can "borrow - loan" from orieley and or autozone by putting a deposit down and then get your deposit back upon return. I did notice on one I borrowed it was very sensitive to how I tightened to the schrader(hand tight but not quite as hand tight as I was able) im sure with a search on here you can get better directions. I would assume shoebox has detailed instructions on his site. Bookmark his site because its an incredible help for many situations.
