Check the wiring to the CLT sensor. Connector off the sensor, key on, you should have 5 volts between the two wires.

Shoebox has the temp sensor/wiring test procedure in the "how to" section of shbox.com

Couldn't find the clt sensor on shbox, it the one on the water pump correct,

If you don't have 5V at the connector, you have to check the continuity of the wires between the PCM and the sensor. Yes, it's the 2-wire sensor in the water pump.

Fuel pressure is 44psi when jus turning the key in the on poistion

I've been dealing with LT1 problems on this site and others for 17 years. I've never seen a case of "jumped timing". Most timing problems are the result of not indexing the Opti correctly when installing.

Did you loc-tite the rotor screws before installing the Opti?

I never replaced the opti, but I can check the bolts for it. Could the spark plugs need be replaced

Appears someone replaced the Opti and the plugs recently????? Plugs wouldn't suddenly go bad. They generally deteriorate slowly over time.

Have you checked the plug wires to make sure a couple of them haven't fallen off the plugs? Maybe they got burned? You indicated they were all "new", so no one focused on those possibilities.

You seem to be avoiding the questions. Was the Opti replaced? Who replaced it? Did that person loc-title the rotor screws?

More questions. When were these parts replaced? How long did it run correctly before you had a problem and had it towed home? You indicate in the PM you have been working on getting the car running for two months, with no success. What fixes have you attempted over that period?

If you want help, you have to provide accurate info, and answer questions. Otherwise this is not going anywhere.
